In the G.O. 1" read above, the Government sanctioned Rs. 419.52 crore for the year 2020-2021 towards the reimbursement of fee to the schools, for the admission of children belonging to disadvantaged groups and weaker sections (to the extent of 25%) under Section 12 (1) (c) of the Right of Children to Free and Compulsory Education Act, 2009 in non-minority self-financing schools.

2 The Deputy Accountant General in his letter dated 26.11.2021, addressed to the Director of Matriculation Schools, has stated that in Writ Petition No.8490 of 2020. "the Hon'ble High Court of Madras had observed that due to complete lockdown during 2020-2021, the management of private schools must have saved overheads and recurring cost on various items like electricity, maintenance, water, stationery etc., and hence, directed the private schools to collect 75 percent of the annual school fees fixed for the academic year 2020-2021 from the students. It is obvious that the annual school. fees for the students admitted under Right of Education (RTE) Act are being paid reimbursed to the Private Schools concerned by the Government. Since the students admitted under RTE Act also experienced the same situation due to closure of schools during 2020-21, it would be logical to apply the above order of the Hon'ble High Court and pay reimburse 75 percent of the annual school fees in respect of the RTE Act students to the Private Schools concerned for the academic year 2020-2021.However, it was noticed during Audit of the office of the District Educational Officer (DEO). Sendurai, Ariyalur District that the District Educational Officer has recommended for full reimbursement of annual school fees to the Private Schools in respect of the RTE Act students for the academic year 2020-2021 without restricting the fees to 75 percent in line with the order of the High Court. The action of the District Educational Office objected to and an Audit Para has been included in the Inspection Report.
